LORD CAITHNESS' VISIT TO HONG KONG: 15-20 SEPTEMBER 1990

1.

I submit a set of briefs for this visit. They consist of a Steering Brief and briefs on the issues likely to arise in the course of the visit. A programme, personality notes and map of Hong Kong are annexed to the Steering Brief.

2.

Supplementary Briefs on the various meetings which Lord Caithness will be having during his visit, together with advice on the handling of these meetings, will be submitted early next week. The Supplementary Briefs will contain, where appropriate, opening statements and fairly detailed lines to take and defensive points.

They will

take account of guidance from the Governor on the issues likely to be raised, eg by ExCo and OMELCO, which he has undertaken to send us as soon as possible.
