CHINA AND THE GULF CRISIS

Points to Make

China has supported SCR Resolutions 660, 661, 662 and

664.

Is implementing SCR 661 and has instructed its Foreign

Trade Cooperations to cease all activity with Iraq and

Kuwait.

China is unwilling to support resolution on military

enforcement of Sanctions. Wishes to refer evidence of

sanctions busting to Sanctions Committee before proceeding

with resolution.

While voting subsequently in support of SCR 665, China

did not accept that resolution provides UN cover for use of

force.

Iraq Deputy Premier Ramadan visited China 6-7 September.

Chinese maintained their position.
