Talks involving officials of the British and Hong Kong Governments and the UNHCR are being held in

Hanoi this week. Our aim is to agree on how to

start a programme for the return of all non refugees to Vietnam by December 1992.

[IF ASKED ] Repatriation will be carried out in accordance with accepted international practices. It must be understood by the screened out that there is no alternative to repatriation.
