Dear Earl of Caithness:

I wish to welcome you to Hong Kong and express my sincerest hope that your visit will prove the beginning of a close working relationship between yourself and members of the Legislative Council.

I deeply regret that I shall not be able to be present to welcome you personally at your meeting with OMELCO members on Tuesday, September 18, 1990. Long standing speaking engagements in Kuala Lumpur and Taipei serve to banish me from Hong Kong during the course of your stay in the Territory.

Nevertheless, I very much look forward to meeting you during one of your subsequent visits to Hong Kong, or perhaps on one of my trips to London. There is much to discuss especially on a variety of Hong Kong and Sino-British issues.
