LORD CAITHNESS' VISIT TO HONG KONG, 15-20 SEPTEMBER
1. It was I think agreed at this morning's meeting that more detailed briefing will be required on Vietnamese boat people for this visit.
I suggest that the following additional material will be
needed:

(a) A speaking note on Vietnamese boat people for use with ExCo on 18 September. As you know, discussions in ExCo are confidential, and this is an opportunity for the Minister to demonstrate that he is willing to take ExCo members into his confidence. I suggest Lord Caithness is provided therefore with a full speaking note setting out
our aims for the talks in Hanoi.
(b) A speaking note for use with OMELCO on 18 September on Vietnamese boat people. This should be rather more
discreet than the one for use with ExCo but should also cover the implications for the Vietnamese boat people problem of recent political developments in Cambodia. (A point the Governor has warned us that OMELCO are
