He has

1. Mr Martin Barrow OBE was born in the UK in 1944.

been a resident in Hong Kong since 1983. He was appointed

to the Legislative Council in 1988. He is Deputy Chairman

of Jardine Matheson Holdings Ltd and a Director of both

Jardine Fleming and Jardine Matheson. He is also Chairman

of the Hong Kong Tourist Association Board of Management. He is bright, energetic and hopeful. A biographical note is

attached.

Mr Barrow has told us that he would like to have a

general chat, focussing particularly on the commercial and business climate in Hong Kong, the airport project, and

political development. He may also raise the current police dispute, given his membership of the relevant Advisory

Committee dealing with this issue.

PADS

Mr Barrow is sympathetic about promotion of British interests in the PADS project. However, given his position

as a LegCo member he is careful not to go as far and as vocally as Mr Henry Keswick, even in contacts in the UK.

involvement in PADS and in the PADS project in general.

Hong Kong/China relationship

4. Mr Barrow knows China well and has had several meetings

with senior officials in the Hong Kong and Macao office of

the State Council. He well understands the need for the UK

and China to have a good working relationship over Hong Kong, although as a LegCo member he also reflects the wish. in Hong Kong for Britain to stand up to China.
