I attach a draft speech for the Minister for Trade's lunch with Bulldogs/British Chamber of Commerce on Tuesday 25 September, on the subject "Future Development of Hong Kong Trade Up to and Beyond 1997".

I would be grateful for any comments by noon on Friday 14 September (I apologise for the short notice). Mr Morris was considering whether a piece on nationality should be inserted in the speech or, whether the Minister might need some

supplementary briefing if the issue was raised during questions (which seems fairly probable).

A copy has also been sent to BTC, Hong Kong.
