It is very likely, as Peter Heap mentions in his telegram of 6 September, that the nationality question will come up during the Minister's meetings with the British business community in Hong Kong.
3. I am therefore enclosing briefing and background on the nationality points, especially those which are of direct interest to British companies. For the Ministers speech at the lunch on 25 September I would recommend that something on the nationality package is included. The members would certainly think it odd if it was not mentioned at all but I see little point in going into detail. I enclose a short paragraph which I suggest should be inserted after the penultimate paragraph on page 9.
4. Please let John Morris know (on 270 2068) if there is anything further required. I shall be accompanying Lord Caithness to Hong Kong leaving here on Friday, 14 September and shall be back in the office on 21 September.
