Dear Douglas,

I thought you might be interested in my impressions following a recent visit to Hong Kong.

I visited the territory from the 18th - 20th February, the first time that I have had the opportunity of so doing since leaving the Government. My previous, most recent visit was in January 1989. My arrival this time followed hard on the heels of the announcement that agreement had been reached with Peking about the democracy package to be contained in the Basic Law.

As you will know, the reaction in the Hong Kong announcement about democracy was fairly muted. much more vociferous reaction in the UK Press. seemed generally one of acceptance tinged with dissapointment.
