Both English dailies reported on the remarks of the spokesman of the visiting Chinese team of expets team, Luo Jiahuan, on the port and airport development projects. SCMP noted that Mr Luo said k that the HK Government should listern to varied views before maing a decision on the projects. He said that HK people still had diverse and constructive views on the site, scale and financial arrangements for the airport project. HKS highlighted that Chinese officials had urged the Government not to rush a decision on the new airport. Mr Luo said that the team would provide Peking with an analysis of HK people's views and information it received in HK, the paper reported. He also denied Peking had endorsed Chek Lap Kok as the site for the airport.

SCMP reported that the internation aviation industry had called for immediate action to tackle severe airspace congression, which it said had reach worrying proportions over the Southe China Sea. The report noted that the International air Transport Association had also found little improvement in air traffic congestion at five "critical" airports in the region, including Kai Tak.

DELEGATION

HKS said that a delegation of Chinese officials was expected to

isit the territory in the next few months to study HK Government operations. The delegation was likely to be headed by a HK and Macau Affairs Office department head and the identity of the team leader was still unknown. The report noted that Peking's plan of sending an official delegation to study Government operations had been delayed due to personnel change in the office. Informed sources said that a few months ago, the Chinese and HK Governments agreed to a visit by Rong Kang, a senior official of the office.

ELECTIONS

SCMP reported that Tam Yiu-chung of the FTU ahd decided to postpone his overseas study plans and seek a third term in the Legco elections next year.

POLITICAL GROUPS

HKS noted that the HK Association for Democracy and People's Livelihood planned to declare itself the territory's champion cf lower classes. The paper also said that the United Democrats of HK were not much different form other corporate clients for Grey Communications Inc. boss Joe Spitzer, who was to improve the group's image.

COMMENTARIES

In the Post Dick Wilson argued the case that HK had realistic ground to be optimistic for the future. Legco member Leung Wai-tung and HKU law lecturer Raymond Wacks discussed in HKSwhether electronic surveillance and bugging devices in a bid to combat crime would conflict with human rights. HKS carried an editorial titled "Work ethnic's demise bodes ill for future".
