1. At his meeting on 30 April, Mr Maude said that he was very keen
that Chinese visits to Hong Kong should go ahead. There has now
been an exchange of telegrams with Hong Kong and Peking on this
subject (Hong Kong telnos 1400 and 1416 and Peking telno 687).

When we considered this question in February, it was thought
wise to await the outcome of the National People's Congress and any
personality changes which that might bring before issuing specific
invitations. Subject to that caveat, however, it was agreed that it
might be best to concentrate initially on
(a) exchanges at the provincial level
(b) suitable Chinese Ministers in economic and technical fields,
where there was some prospect of mutual benefit, especially
in relation to PADS.
In line with these priorities, the Hong Kong Government have now
issued a number of invitations.
