Dr Owen asked what other points he could make which would be helpful. I suggested that he do what he could to allay Chinese suspicions about HMG's motives in introducing a nationality package and in "internationalising" of the Hong Kong problem, explaining the nature of Chinese concerns. Dr Owen said he would do what he could. He also intended to explain the situation in the House of Commons and the political pressures which the Government were under at home.
5. We also covered the Chinese internal situation, the state of the Chinese economy, etc.

I reminded Dr Owen that Sir Alan Donald had offered to give him a briefing and provide some hospitality if suitable slots could be found in his programme, and encouraged him to take up the offer. Dr Owen said he did not like to treat Embassies as hotels, but would try to telephone Sir A Donald on arrival.
