would go down well as a demonstration of the Prime

Minister's interest in Hong Kong and willingness to listen to Hong Kong views.

Calls on FCO Ministers

6. In line with usual practice, the Governor would also like to call on the Secretary of State and Lord Caithness during his visit. I understand that the Secretary of State might be available to chair an office meeting at 1000-1045 on 5 December and that Lord Caithness might be available for a further meeting at 1115 the same day.

7. The Governor has also suggested that the Secretary of State might like to invite the ExCo members to a meal. If

the Secretary of State's diary permits, I think that this

would be desirable: it would enable ExCo members to brief

the Secretary of State on recent developments in an informal atmosphere. I understand that the Secretary of State might be free on the evening of 5 December.

Lord Caithness has, however, said that if the Secretary of State is not able to have a meal, he would be delighted to do so.
