1. The Private Office have asked who should be invited to

this meal.

I recommend that those on the attached guest list are

invited. It amounts to 18 in all (including hosts).

Background

3. The Secretary of State has agreed to give dinner on

5 December to the Governor and members of ExCo who will be

in London for the Hong Kong Trade Development Council dinner

on 6 December.
