ABSENCES FROM POST BY HEADS OF MISSION : GOVERNOR OF HONG KONG

1. Thank you for your minute of 27 June suggesting that the Governor should follow more informal procedures, as hitherto, rather than those set out in my circular 150/90.

2. You clearly have a much closer interest than I in how the Governor keeps us posted of his movements.

But my circular was cleared with all AUSS, including Mr McLaren, at the time and it was intended to rationalise and make simpler procedures which were actually quite complicated. The circular was cleared with the PUS and with the Private Secretary. If you wish to vary the procedures for the Governor, I am perfectly content but I think you will wish to clear your lines first with PS/PUS.
