In your minute of 20 February you recorded the Secretary of State's wish to be kept informed of the progress being made by the Hong Kong Government in introducing legislation to implement the CITES ban before our six-month reservation expires on 17 July.
2. Hong Kong have now provided details of the proposed timetable for putting in place the necessary legislation (Hong Kong tel nos 661 and 687). At this stage they do not envisage any difficulties in meeting the deadline. The legislation is currently being drafted and is expected to be submitted to ExCo in late March. Hong Kong's target date for the first reading of the Bill in LegCo is 4 April with a view to enactment in early May. Should there be any slippage, however, the legislation would be introduced into LegCo on 2 May (there are budget sittings in between) and should be enacted by mid May. In either case, the legislation would come into effect when the reservation expires.

Given the sensitivity of this subject, we intend to ask Hong Kong to let our Legal Advisers see their legislation in draft.
