The Hong Kong Government continues to bear a heavy financial burden in looking after the Vietnamese. Their costs in 1990 are expected to be £41.77 million: and the UNHCR is unable to meet its share of the expenses, which thus falls to the Hong Kong Government. HMG have done much

to ease Hong Kong's burden. In the last two years we have contributed or pledged £37 million to assist Hong Kong directly or indirectly with the problem.
