sure groups, they need to be judged carefully on their merits ach occasion. There were clearly too many on this last visit, but then it was a new Minister. But we do want to avoid an endless series of bleats during a ministerial visit or a succession of petitions pushed into the Minister's hand every time he gets out of a car! As you say, we should play it by ear.
