I submitted on 17 October' a draft reply to the

Governor's telno 2897 about arrangements for FCO Ministerial

visits to Hong Kong.

2. I now submit a revised version of this draft, as agreed,

which incorporates a passage drafted by Mr Burns on press

arrangements.

3. You kindly agreed to clear this text with Lord Caithness by telegram before I send it to the Governor.
