1991

1. There is a good case to be made for representation from Hong Kong on this occasion.

- In 1991, for the first time, a proportion of Hong Kong's Legislative Council will be directly elected.

- This will mark an important step in the development of democracry in Hong Kong.

Participation in this seminar and visit will therefore provide the opportunity to gain a better understanding of parliamentary procedures at a particularly appropriate time.

We would not wish to give signals that might suggest a reduction of HMG commitment to Hong Kong between now and 1997.
