independence, which the Chinese will obviously not find entirely welcome by itself. Clearly too it must not be seen as though we are disposed to welcome Hong Kong's developing loss of identity through absorption into China; but, again properly handled, the broader regional basis for Hong Kong's economic activity can be perceived as a mark of growing potential strength.
