The Union
()
The International Democrat Union (IDU) shall consist of Member-Partics of the European Democrar Union (EDU); the Pacific Democrat Union (PDU) and the Caribbean (CDU), together with those parties provided for below. which have adhered to the IDU Declaration of Principles.
(ii) The IDU will foster the common philosophy of its Member-Parties, establish permanent relations at a bilateral and multilateral level, and encourage mutual support, and to these ends will provide a forum for the exchange of views and information on matters of intéreși to all or a considerable number of its Member-Parties.
2 Membership
(1) Membership of the IDU shall open to all full members of the EDU, the PDU and the CDU. although each regional union shail secure the consent of the other to the admission of new
Member-Parties.
(ii) Where an applicant party has no cleur regional identity with the existing unions, such a party may be admitted to the IDU on an individual basis with the unanimous agreement of the Member-Parties.

(iii) Member-Parties shall have the
right to participate in all IDU activities
(iv) Other parties and Organisations may have Associate Status to the IDU with the unanimous agreement of the Member-Parties, and shall have consultative status.
(v) Membership of the IDU is terminated by withdrawal from or exclusion by a regional union, or in the casc of individual membership as defined in (ii) above, by withdrawal from the IDU or by a vote of the Member-Parties where at least two-thirds vote in the affirmative.
3 Structure
(i) The IDU shall have the following structure:
Party Leaders' Conference Executive Committee
Standing Commitces Ad Hoc Groups Chairman
Vice-Chairmen
Treasurer
Executive Secretary
(ii) a The Party Leaders'
Conference, consisting of the chairmen or leaders of the Member-Parties, shall take place at least every two years. b The Conference will
determine the broad range of activities of the IDU. together
with
any formal business provided for herein.
© Each Member-Party shall be
entitled to one vote.
4 Decisions, other than
procedural decisions, shall be taken by unanimous agreement,
e Procedural decisions shall be taken by a simple majority of
votes cast.
[ Recommendations may be made by a three-quarters majority of those present and voting, but shall be directed only to those Member-Partics which have not expressed a dissenting opinion. Such a dissenting opinion may be expressed in a brief paragraph in any published documents. g Partics with Associate Šutus
may attend the Conference, but shali not have the right to participate in the meeting without the unanimous agreement of attending Member-Parties.
h The quorum at a Party
Leaders' Conference shall be
two-thirds of the
Member-Partics.
