VISIT TO HONG KONG AND CHINA BY SIR IDRIS PEARCE IN NOVEMBER

Sir Idris Pearce of Richard Ellis, who is the current President of the Royal Institute of Chartered Surveryors, called on Mr Maude this afternoon. He explained that he had been invited to visit China in mid-November by Professor Wang, Head of the Land Administration in Peking (who himself visited the UK two years ago and met Lord Glenarthur). I attach a copy of his programme.

Sir Idris will be making a number of speeches in Hong Kong and in China, and is anxious that his visit should be helpful to HMG. He asked for some briefing, much nearer the time, both on what general tone he should adopt and on any specific messages that we might wish him to convey in his speeches. Sir Idris would be particularly grateful for a line to take in Hong Kong on the Nationality Bill, and especially its coverage of surveyors.

Mr Maude would be grateful if you could alert the Governor, and if FED could alert Sir Alan Donald, to these visits. Sir Idris would be most grateful for any cooperation that the Embassy in Peking might offer - perhaps a reception. If Sir Alan wished him to look over the diplomatic estate in Peking, he would be grateful for advance warning.

Sir Idris said that the Chinese had told him that everyone in his party going to Peking should hold a British passport, which he interpreted to mean that they should not be BDTCS.
