LETTER TO THE SECRETARY OF STATE FROM THE RT HON

LORD BARBER

1. Lord Barber wrote to the Secretary of State on

18 December, enclosing a note of conversations he had

last month with Chinese leaders about the future of Hong

Kong. Lord Barber also asked if there were any points he might usefully make to the South African Foreign. Minister, Pik Botha, whom he expects to meet during a

trip to South Africa in early February.

2. I submit a self-explanatory reply to Lord Barber, agreed with HKD and Sir Robin Renwick.
