- There is some encouraging evidence that United States is beginning to show greater understanding of our position.

At Geneva Conference last June, international community accepted principle that all non-refugees should return to Vietnam. meeting of Steering Committee on 23/24 January we shall be seeking international agreement to implementation of this principle.

- We will also be seeking UNHCR agreement to monitor conditions of all who return to Vietnam and stressing need to deter a further huge influx of new arrivals when this year's sailing season begins in April.

- No repatriation flights will take place before the Steering Committee meeting.
