Chinese authorities have conducted extensive consultation in Hong Kong through Basic Law Consultative Committee and direct submissions. have done what we can to ensure that Hong Kong views reach China eg we passed to the Chinese the OMELCO paper on the draft Basic Law.

We have taken every opportuity to underline to China the importance of a Basic Law which is welcomed by Hong Kong and fully reflects the Joint Declaration.
