Have followed drafting problem closely. Made number of representations to Chinese Government on articles causing
concern in Hong Kong.

Shall examine final draft carefully when it emerges. not want to give detailed comment on basis of press reports.
WILL YOU PROTEST TO CHINESE ABOUT UNSATISFACTORY PROVISIONS
We want to see a Basic Law which fully reflects Joint
Declaration and which can be accepted by majority of people
in Hong Kong.
Have made this clear to Chinese.
Premature to talk about action we might take if, after
consideration of draft, we believe these two requirements are
not met.
