Secretary of State's overseas visits 1990/91

The Secretary of State has been looking at his programme of overseas visits for the autumn.

The Secretary of State had been due to visit India and Japan in the week beginning 10 September. It is now likely that the Moscow meeting of the 2+4 will take place about that time. Subject to the dates which the Russians propose on 17 July, the Secretary of State thinks that he should use that week to visit Moscow and Tokyo, but not India.

The Secretary of State will not go to the Foreign Affairs Council on 17 September. He would be grateful if Mr Maude could attend in his place.

Because of other commitments, the Secretary of State does not now think it will be possible to visit China and Hong Kong in November. He hopes, instead, to visit India, China and Hong Kong in January. We shall need to look at dates later.

The Secretary of State will not now visit Nigeria and Kenya in January. He would like to visit Nigeria during the Easter Recess. He may still combine that with a visit to Kenya but much will depend on what happens there in the meantime. If he does not go to Kenya, he might consider visiting one of the Maghreb countries.

As you know, we are already having difficulties over Our proposal to visit the UAE and Pakistan in the Easter Recess. Those visits, and the visit to Australia, will have to be postponed, with no new date yet in sight.

The Secretary of State's visit to Egypt, Israel and Greece will go ahead as planned, starting on Friday 12 October. Mr Gass has minute separately on this.
