1. BASIC LAW

ARE YOU SATISFIED WITH DRAFT BASIC LAW AS IT

STANDS?

We have made representations to the Chinese authorities about various parts of the draft Basic

Law and will continue to do so. We have agreed

that this should be in private. In order to make our representations effective, we must respect this

confidentiality.

Our aim remains to ensure as far as we can that

the Basic Law fully reflects the spirit and letter of the Joint Declaration and meets the aspirations

of Hong Kong people.
