KOWTOWING TO CHINESE?

It is a fact of Hong Kong's geography, history

and politics that in 1997 it will become a Special

Administrative Region of China. Its future is

inevitably closely bound up with the mainland.

This does not mean we kowtow to Chinese. It

means we endeavour to secure best possible future

for Hong Kong. That is whole basis on which Joint Declaration was signed.
