Please refer to your minute of 31 October' to Mr Walker about the RSAA's invitation to the Secretary of State to speak at their 90th Anniversary Dinner next February.
2.
As far as China/Hong Kong is concerned, I would have thought it unlikely that the Secretary of State would wish to make this the subject of any address to the RSAA. I can well imagine that other topics would have a better claim.
3. In view of the likelihood of a visit by the Secretary of State to China and Hong Kong in the Easter, it might in any case be better to reserve any major statement on Hong Kong for that occasion. If the visit had been announced by the time the Secretary of State was due to speak to the Society, it would however be appropriate to find a way to include a paragraph on China/Hong Kong in his speech.
