I think I have already anspered, as far as I can, the

questions about the state of the qraft Basic Law. ve are not

negotiators round that table, we have taken opportunities and will

continue so long as that is possiḥle, to express our viewa

privately about the content of the Law and we have taken the

opportunity to express to the Chinese certain opinions which we

have forwarded because we have received them from here.
