mind on constitutional reform and how close are you to a decision?

Can we expect anything before the end of next month and is the

OMELCO proposal the most favourable one that you have had?

this subject has been unanimous.

At the Joint Board I went to

yesterday afternoon, there was quite a division of view on this

particular subject, but certainly there is a very strong view

backing the ŬIELCO consENSUS, as you say.

What we have to establish is at what level and in what way we

can start the procedure, which clearly most people here want, for a

strong start for democracy in Hong Kong in 1991, how we can best

start that and maximise and increase to the greatest possible extent the prospect of that continuing aþd developing up to and beyond

1997.
