FOREIGH SECERTARY (COFT);

It is a unique situation, Hong Kong, because the outcome of

constitutional change is not independence, cannot be independence,

it is the Sino-British Agreement, it is incorporation in a People's

Republic as an SAR. If that is the outcome, we have to find a way

of starting and then sustaining and improving the movement to

democracy within that framework and that is what we are aiming at.

QUESTION:

May I just follow up, what is the furthest you expect it to

have gone by 1997?

FORRIGE SECRETART:

That is one of the matters which we are discussing as to how

far that can actually be done with the continued upward slope

beyond that, ie without the whole thing collapsing in 1997.

ming Praty.

Now you have had a chance to listen to the voices of the

people of Hong Kong, what other voices do you have to bear before

you make your announcements on the political refore, why is it you

cannot be precise about your timetable, is there some other

lufluence you are waiting for?
