Please prepare folders for the following: -

Telegrams should be addressed "Following for Secretary of State's Party" and should be distributed to all members of the Party. Telegrams addressed "Following for Private Secretary" should initially be distributed to Private Secretaries and PA/PS ie (a), (b) and (c) of para 1 above. Telegrams addressed to individuals in the Party should not be given any distribution within the Party without the prior consent of the person to whom it is addressed. Telegrams in the folders should be secured by tags. Normal Secretariat telegram distribution is not required unless of world or visit interest. You should consult the Private Secretaries as to what category of telegram they would wish to be woken up for during the night (usually Flash or Immediate Deskby).

3. Telegrams which have arrived before the Secretary of State's arrival should be delivered to the Private Office to await the Private Secretaries (or to the airport if urgent).

The first safehand run to the Private Office should be at 1430 hours on 13 January.

5. The first safehand run with overnight telegrams should arrive in the Private Office at approximately 0645 hours and should if available contain the COI summary (separate copies for the Secretary of State, Mrs Hurd and Private Secretary).

Additional copies of the COI Summary only should be placed in an envelope and slipped under the door of Mr Burns' suite in the hotel.

7. The safehand runs should be carried out at approximately two hourly or as frequently as appropriate.
