VISIT OF THE SECRETARY OF STATE TO HONGKONG, 13 TO 16 JANUARY

1990: VIS IT TO THE BRITISH TRADE COMMISSION

A 1. In your minute of 9 January you ask if the programme could

be revised to avoid curtailing the time allocated to Peter

Heap. I very much support this objective. Moreover, I do not think it would be satisfactory for Mr Heap's interests to be squeezed into a slot at the end of the programme, as proposed by the Hong Kong Government.

B 2. I submit BTC Hong Kong telno 9, in which Mr Heap suggests ways in which the time allocated to him could be most usefully spent. Of the three alternatives set out in this telegram, it is quite clear that Option (a) - a working visit to the office for discussion with Mr Heap and his senior staff, a tour of the office and a round table discussion with some British

businessmen

would be the right answer. But as Mr Heap points out, it would only work if it could take place during the working day, rather than at the end of the day.
