Special Education: There are at present 71 special schools providing places for the blind, the deaf, the physically handicapped, the maladjusted and socially deprived, the mentally handicapped and for children with learning difficulties. Voluntary organisations involved in this type of work receive financial assistance from the government.
The Special Education Section runs special education classes in government and aided schools for children with learning difficulties, partially sighted and partially hearing children. The section also runs three centres providing assessment, diagnostic, remedial and placement services for children with special education needs. Other services incorporated in one of these centres include ear-mould production and special education teaching resources. The section also operates Resource Teaching Centres and Adjustment Units for children with learning difficulties and children with behaviour and emotion problems integrated in ordinary schools.
The section conducts a Combined Screening Programme in hearing and eye-sight for all primary 1 pupils. This programme also provides guides for teachers to detect children with speech problems and learning difficulties so that early identification and remediation can be given.
Post Secondary Education: Two approved post secondary colleges-Lingnan College and Shue Yan College are registered under the Post Secondary College Ordinance. Lingnan College, which receives some financial assistance from the government, has 1 206 students. Shue Yan College is financially independent and has 4024 students. Government financial assistance in the form of interest-free loans is available for eligible students at the two colleges.
Teacher Training: The three general Colleges of Education Grantham, Northcote and Sir Robert Black-and the Hong Kong Technical Teachers' College are wholly maintained by the government. Full time two-year courses in English and full-time three-year courses in English and Chinese are offered in the three colleges. Part-time in-service courses of training for kindergarten, primary and secondary school teachers as well as teachers of children with special education needs are also available. The three colleges also run full-time one-year advanced courses of teacher education and refresher training courses for serving primary and secondary school teachers. The Hong Kong Technical Teachers' College trains technical teachers for secondary schools, prevocational schools and technical institutes.
A standard fee is charged in the colleges, and students may apply for interest-free loans and maintenance grants on admission.

The Institute of Language in Education is a training and research institute founded in September 1982 to improve language learning and teaching in Hong Kong. The Institute offers full-time refresher courses, seminars and workshops for teachers of English and Chinese in primary and secondary schools, conducts research into language learning and teaching, provides consultancy services to teachers and language teaching specialists, designs, develops and publishes language learning and teaching materials for use in schools and organises international conferences on language learning and teaching.
Higher Education: There are at present six government-financed institutions of higher education: the University of Hong Kong (HKU), the Chinese University of Hong Kong (CUHK), the Hong Kong University of Science and Technology (HKUST), the Hong Kong Polytechnic (HKP), the City Polytechnic of Hong Kong (CPHK) and the Hong Kong Baptist College (HKBC). HKU has nine faculties, with a full- time enrolment of 6 980 students, participating in undergraduate and postgraduate programmes in 1988-89. CUHK comprises four constituent Colleges. It has five faculties, offering a wide range of undergraduate courses in both the full-time and part- time modes. In addition, postgraduate programmes are offered by the Graduate School and the School of Education. The University has an enrolment of 6 275 full-time and 1 625 part-time students in 1988-89. HKUST will admit its first students in 1991-92. On present planning, the University will provide degree places for 3 450 full-time equivalent students by 1993-94 and for 7 000 by 1996-97. In 1988-89 HKP has about 10 000 full time and 16 000 part-time students participating in degree and non-degree programmes. CPHK has 3600 full-time and 3300 part-time students enrolled in similar courses, while HKBC has 2700 full-time students pursuing degree and honours diploma courses. Degree courses were first introduced in HKP in 1983-84 and in CPHK and HKBC in 1986-87.
Adult Education: The Education Department provides formal and non-formal adult education courses through the Evening Institute, the Evening School of Higher Chinese Studies, 19 adult education and recreation centres and 60 subvented agencies. Formal education courses range from literacy classes to secondary and post-secondary studies whilst the 19 adult education and recreation centres organise a wide variety of cultural, social and recreational activities.
Adult education courses are also provided by the evening departments of technical institutes, the Lingnan College, the Hong Kong Baptist College's Division of Continuing Education, the Polytechnics, the departments of extra-mural studies of the two universities and private institutes.
