Hong Kong and the Delta together form a region with

prospects unique in the world. Bong Kong is preparing itself for

that, it is building now, planning now for a mutually profitable

economic relationship with the Delta which will dwarf anything wa

have so far seen.

So that is what is being aimed at here now. We are not

simply, the Government of Hong Kong, the people of Hong Kong are

not simply trying to keep Hong Kong ticking over, working as it is

today, beyond 1977. They want to continue its dramatic progress as

a result of confidence in its future and continued cooperation,

growing cooperation with China and particularly with the South and

the Guandung Province.

That is what I want to say by way of introduction because it

seems to me a missing factor, a factor which is sometimes missing

in the comments and analyses which I bave read. But it is only I

think against that background of a future that one can get into

context and deal successfully with the problems of the present.
