VIS IT OF THE SECRETARY OF STATE TO HONG KONG: SPEECH

1. The Secretary of State has agreed to address a luncheon jointly
hosted by the Hong Kong General Chamber of Commerce and the British
Chamber of Commerce. It will take place on Monday 15 January (ie the revised timing, in accordance with the Secretary of State's
wishes).
2. In his letter of 1 November proposing that the Secretary of
State should speak at such a lunch, Dr Helmut Sohmen suggested as a
theme "Britain's role in implementing the provisions of the
Sino British Joint Declaration". But he left it to us to decide
whether we would prefer an alternative subject.
3. I recommend a more wide ranging theme, on the lines of "Britain
and Hong Kong: The Challenges and Opportunities".
I submit an
initial outline for such a speech. I would be grateful for the
Secretary of State's views so that drafting can begin. We shall aim
to submit a first draft for the weekend box.
