Drafters can be in no doubt that if Basic Law is to command
confidence in Hong Kong it must be seen to take account of Hong
Kong's concerns and aspirations.
Key area of Basic Law is political chapter. We want to see Basic Law provisions carry forward the further changes we propose to make
before 1997.
REPRESENTATIVE GOVERNMENT
Decisions we take will be based above all on our judgement of
what is good for Hong Kong. We must ensure that our decisions match the aspirations of an increasingly sophisticated community.

Right that in addressing Chambers of Commerce should not neglect
economic and commercial significance of Britain's relationship with
Hong Kong.
We see Hong Kong as important commercial entity in its own right hence importance we attach to work of Senior British Trade
Commissioner, Peter Heap, and his staff.

interest in Hong Kong. Our determination to build our share of the market. Looking at ways to establish a permanent British presence
