Secretary of State's Visit to Hong Kong: Programme
The Secretary of State has seen your minute of 2 January. He is generally content with the draft programme subject to the following points:
(a) The Secretary of State is very attracted by the idea of lunch on the Governor s launch. He has however regretfully concluded that there would be a risk of the press, particularly the UK press, making some play with this, ie "Foreign Secretary goes boating while thousands fester in the camps". He wonders whether it would be better to have lunch at Fanling. He would like to be able to swim if this can be arranged and temperatures permit. He hopes that CBF and Mrs Duffell and Alan Donald (and Lady Donald?) can be included in whatever arrangements are made for the Sunday lunch;
(b) The Secretary of State would prefer the Chamber of Commerce lunch to be on Monday 15 January and the Chief Secretary's lunch on 16 January. The purpose of this is so that he can make his speech at an earlier stage in the visit rather than at the end and on the same day as his press conference;
(c) As you say, the Secretary of State would like to find a little more time for his visit to the British Trade Commission. He would also like a short visit to the JLG office;
(d) You may recall that Joseph Hotung, whom the Secretary of State knows, wrote some weeks ago offering the Secretary of State hospitality when he was in Hong Kong. There will be no time for this but the Secretary of State wonders if Joseph Hotung could be invited to something, for example, the Chief Secretary's lunch;
(e) I also recollect that a constituent of the Secretary of State's wrote to him asking him to make time to see somebody in Hong Kong. I forget the details and would be grateful if you could dig out the letter;
(f) The Secretary of State understands the importance of a meeting with a cross section of the Civil Service. He has asked whether representatives of the Police could/should be included;
