confidence in Hong Kong it must be seen to take account of Hong Kong's concerns and aspirations.

before 1997.

Decisions we take will be based above all on our judgement of what is good for Hong Kong. We must ensure that our decisions match the aspirations of an increasingly sophisticated community.

Right that in addressing Chambers of Commerce should not neglect economic and commercial significance of Britain's relationship with

Hong Kong.

We see
