We understand that you may have had property in Iraq or Kuwait at the time of the Iraqi invasion of Kuwait. It may be that you think or know that some or all of that property has been taken, damaged or destroyed by the Iraqis, or that you suffered other losses or injury at their hands.

We are trying to assess how much damage and loss of property has been suffered by the British community in Iraq and Kuwait as a result of the invasion. We are therefore opening a list and should like to have from you details of property which may have been taken, damaged or destroyed by the Iraqis, as well as details of any other kind of loss, including personal injury, you may have suffered at the hands of the Iraqi authorities. Losses resulting from compliance with or the operation of the UN embargo against Iraq are not covered by this exercise.

Attached is a form indicating the particulars we would like to have. You can be sure that these will be treated in complete confidence. Please complete the form and return two copies to the Nationality, Treaty and Claims Department, Foreign and Commonwealth Office, Clive House, Petty France, London SW1H 8HD.

We would emphasise that at this stage we are only asking for information. Completion of the form and its receipt by the British government do not constitute the submission of a claim and must not be taken as implying that a claim can or will be considered, nor as recognising the existence of any right to claim compensation from any source. Nevertheless the information you give will be of great assistance in considering whether diplomatic representations might usefully be made in due course in support of claims that may be lodged by British nationals or British companies against the government of Iraq.
