CONTINGENCY PLANNING FOR HOSTILITIES

In your minute of 20 December to PS/PUS, you expressed the hope that our contingency planning was looking at the threat to some of our more vulenrable Posts overseas.

2. SCD and Security Department have been working on this: attach copies of FCO telnos 194 and 243 to Aden and of FCO telno 483 to Athens. (You will see that the first telegram covered Karachi and the threat to the British Council both of which you mentioned.) We have also offered specific advice to certain Posts, and in some cases arranged for them to be visited by one of our Overseas Security Advisers. We are keeping the threat, either of direct terrorist action or of riot, under review and will offer further advice/protective measures as necessary, including possibly close protection for certain Heads of Mission.
