THE GULF CRISIS: REQUESTS FOR COMPENSATORY AID

A number of developing countries have made requests bilaterally for additional aid to compensate for the financial effects of developments that have followed the Iraqi invasion of Kuwait. We should like to keep centrally a running tally of such approaches, the response given by HMG, and any reports on aid from other donors. Please could you ensure that relevant telegrams are copied to APD. Richard Calvert (E908, Extension 0339) will be the desk officer responsible.

2. Countries are also filing requests to the UN for compensation under Article 50 of the Charter for financial losses allegedly suffered because they are applying UN sanctions. If such requests are endorsed by the Sanctions Committee and the Security Council the Secretary General may be asked to hold a pledging conference. I should be grateful if UND could please liaise with APD on keeping a running tally of such requests, and their size.
