YOUR TELEGRAM NO. 11 TO UKREP ICAO MONTREAL: GULF CONTINGENCY PLANNING: NIGHT TIME CLOSURE OF AIRPORTS.
1. IATA BANGKOK HAVE TOLD DIRECTOR OF CIVIL AVIATION THAT THE REPORT IN TUR IS CORRECT. THEY GAVE THE FOLLOWING ADDITIONAL
INFORMATION.
2. USSR MONGOLIA AND PRC HAVE AGREED TO THE USE OF THE CONTINGENCY ROUTE VIA BEIJING BETWEEN HONG KONG AND EUROPE. HOWEVER, THE USSR FORESAW A BOTTLENECK AT NOVOSIBIRSK, GIVEN THE LARGE NUMBER OF FLIGHTS INVOLVED AND THE PRESENT BUNCHING OF THEIR SCHEDULES. THE USSR SAW THE NEED TO RELIEVE THIS BUNCHING BUT WAS NOT SPECIFIC REGARDING THE DEGREE OF RELAXATION OF NIGHT
TIME CLOSURE OF AIRPORTS WHICH WOULD BE NECESSARY AT EACH END TO
ACHIEVE THIS.
3. THE FOLLOWING ARE SEEKING TO ESTABLISH REQUIREMENTS FROM THE
RUSSIANS WHO WILL CLEARLY WISH TO KNOW THE OVERALL PICTURE ·

WHILE OUR NOISE LEGISLATION GIVES SOME POWERS TO DCA TO GRANT SHORT TERM EXEMPTIONS, ANY LONGER TERM ARRANGEMENT LASTING SEVERAL MONTHS WOULD HAVE TO BE EXAMINED MORE CLOSELY AGAINST THAT LEGISLATION AND WOULD BE STRONGLY RESISTED BY THE ENVIRONMENTAL LOBBY LOCALLY AND THE 350,000 PEOPLE SUBJECT TO UNACCEPTABLE LEVELS OF NOISE FROM AIRCRAFT USING KAI TAK.
