3. The numbers of British nationals involved are high. We estimate that Iraq is holding over 300 at sites in Iraq and over 60 in Kuwait. All are of concern but particular efforts have been made to secure the immediate release for the sick and elderly who account for some 46 of those detained.

Experience shows that visits to Baghdad by non-government figures can lead to the release of some hostages if the Iraqis judge this to be to their advantage. A number of US nationals were released following a visit by Jesse Jackson. 4 French nationals were released to former Algerian President Ben Bella and 9 more French nationals were released to the Secretary-General of the France-Iraqi Friendship Society. 10 Italian nationals were released to a delegation of Italian opposition MPs, and 4 German nationals to a woman MP. But the Iraqis have not yet released any Japanese or British nationals.
