28. Permission will be considered for payments to be made
by debit of a "Kuwaiti Account" For shipments of 11 provided any necessary import licence and evidence or shipment are exhibited.
Pre-zero transactions
29. Permission has been given for any bargains encered
into in the money, foreign exchange, commodities (other than physical oil and securities markets, including derivatives, or any payment instructions received for immediate execution, involving Kuwaiti counterparties, prior to 9:00 am Hong Kong time on 7 August 1990 to be completed.

30. Application should be made to the Financial Secretary in respect of any transaction which is not covered by che permissions given in this Notice.
