Please see the attached draft subsmission on this

of comments:

(a) in the draft Secretary of State letter I have Not put in the opening paragraph that Keswick claimed the Iraqi Government had been able to sell Kuwaiti assets. This

point is made in your submission of 6 August but not in our telno 1499. Clearly we must be careful about such "accusations" and since you spoke with Keswick I leave you to decide the appropriate wording.

(b) I recommend we clear the draft letter with Hong Kong and attach a draft telegram. I am still to be convinced

that the FS has no powers to control the sale and disposal of financial assets in Hong Kong: I think we

need to put the question bluntly.

(c) I recommend we get Mr Fifoot's advice on the letter

and submission.

(d) the last paragraph of the letter would be nice to include. We need to frame it in a neutral but pointed
