Attached to this submission are two draft Orders in Council, one under the Prerogative and one under the West Indies Act 1962 and the Anguilla Act 1980, which are intended to make provision in the law of the territories to which the Orders refer comparable to that made by the Treasury for the United Kingdom on 2 and 4 August in order to freeze the assets of Kuwait and Iraq. Gibraltar has itself legislated to make similar provision. A Note for the Privy Council explaining the provisions of the Orders is also attached.

There will be a meeting of the Privy Council this evening at which the Orders will be laid before The Queen.
